Parking in Downtown Poulsbo is changing to improve parking availability, increase turnover for local businesses, and create clearer parking options for visitors and employees.
The City is implementing a phased parking program in Downtown Poulsbo that includes:

Anderson Parkway Waterfront Lot is the large parking lot closest to Murial Iverson Watefront Park between the Sons of Norway Lodge (to the north) and the SEA Discovery Center (to the south).

How do I pay for parking in Anderson Parkway?
**When Paid Parking goes into effect, payment instructions will be clearly posted within the Anderson Parkway Waterfront Lot and will include:
- Payments will be made through Park Mobile:
- Via the App, QR code, Text to Pay, or by Phone
- Using a Credit Card, Apple or Google Pay
Please follow the instructions posted on signage within the parking area.
Where is paid parking located?
Paid parking will be limited to the Anderson Parkway Waterfront Parking Lot.
Paid parking hours are:
- 10:00 AM – 6:00 PM
- Wednesday through Monday
- Grace Day – No paid parking on Tuesdays or Federal Holidays
Payment requirements apply only within designated paid parking areas and during posted enforcement hours.

Time limits vary by location. Please review posted signage carefully.
Vehicles parked beyond the posted time limit may receive a citation.
Can downtown employees park in customer parking areas all day?
Employees are encouraged to use designated employee parking areas rather than high-demand customer parking spaces.
Employees not currently registered with their employer or those who choose to park in non-employee designated spaces will be subject to the time limited restrictions and may receive a citation.
The goal is to improve parking availability for visitors and customers while still providing parking opportunities for employees.
How does employee parking work?
The City has designated certain parking areas for downtown employees with valid permits (available direct through their employer).
These areas are intended to support longer-duration parking needs while preserving short-term customer parking near businesses and the waterfront.
Employees should:
- Park only in designated employee parking areas (see map)
- Register vehicles as required (with their employer)
- Follow all posted restrictions and enforcement hours
Parking in employee-designated areas without authorization may result in penalties.
What if I want to grab a coffee and donut at 8am or have dinner in the evening?
If you go downtown to park, you may do so between the hours of 6:01pm and 9:59am at no cost.
If you go downtown to park AND it is Tuesday or a Federal Holiday, regardless of the hours, you may park at no cost.
Why are we doing this?
Over the years, downtown Poulsbo has grown as a regional destination for dining, shopping, and waterfront activities. At the same time, more employees and residents are parking long-term in customer spaces. The result has been limited turnover in key areas, making it harder for visitors to find parking. Implementing enforcement ensures fair use of shared parking and supports local businesses by keeping customer stalls available. What happens if I park in a time limited zone for too long?
You will get a citation. Citations can be paid online at www.poulsbomunipayments.com, in person, or by mail to the Poulsbo Municipal Court 200 NE Moe St, Poulsbo, WA 98370. Instructions are on the back of every citation issued.

Are ADA placards exempt from parking time limits?
Vehicles clearly displaying valid ADA placards or plates may qualify for exemptions from certain time limits as allowed under Washington State law.
However, ADA exemptions do not allow parking in:
- Fire lanes
- Loading zones
- No parking zones
- Other prohibited or unsafe areas

Will the downtown parking program change over time?
Possibly. The City will continue evaluating parking utilization, business feedback, seasonal demand, and overall program performance.

Most Downtown Parking Remains Free
The majority of downtown parking spaces remain free to use. However, some areas now include:

- Many downtown streets and parking lots include posted time limits intended to support short-term customer access.
- Vehicles parked beyond the posted time limit may be subject to citation, even if the vehicle has not moved.
