When to call 911

Divisions

Administration

The Administration Division provides planning, develops policies, organizes and directs the overall successful operation of the Police Department.

One Deputy Chief supports the Chief with the police operations of the Department and assists in developing policies and procedures.

One Support and Professional Services Manager supports the Chief with the administrative functions of the Department and assists in developing policies and procedures.

Supervisors

Currently five Sergeants oversee the function and maintenance of various units within the department while providing support for the community.

Operations Division

Patrol Unit

Officers assigned to this unit are first line responders to calls for service and perform general patrol-related duties. If you need assistance from an officer or to report a crime, you can call 911 from within Kitsap County or dial (360) 308-5400, 24 hours a day.

Detective Unit

The Detective Unit is responsible for secondary follow-up investigations of crimes ranging from homicides, sexual assault, and robberies to burglaries, identity thefts, and frauds.

Marine Unit

The State of Washington Parks Department has certified all of the officers assigned to marine patrol after passing a State Certified Boating Academy. Our coverage area consists of Liberty Bay, with extra patrols in the Keyport Marina and Agate Pass. Marine unit duties include enforcement of boating ordinances, investigation of boating accidents, identifying and/or removal of navigational hazards, and addressing vessel operation complaints and concerns.

DERELICT and/or ABANDONED VESSEL LISTING:

The Poulsbo Police Department has identified and posted the below listed vessel(s) as abandoned and/or derelict. Per RCW 79.100.030, the vessel will be transferred to the custody of the Poulsbo Police Department after the date posted for each vessel, if the vessel is not claimed by the owner and moved at least five miles from its current location (out of Liberty Bay) or removes it from the water.

Reserve Police Officer Unit

Poulsbo Police Reserve Officers perform uniformed patrol duties in support of the Poulsbo Police Department. The primary mission of this voluntary position is to augment the full-time police force. After completing required training and graduating from a Reserve Academy program approved by the Washington State Criminal Justice Training Commission, Reserve Officers are fully commissioned Police Officers consistent with Washington State Laws.

The Administrative Services unit provides a variety of services to the public, commissioned officers, prosecutors, and other law enforcement agencies. Crime Prevention Tips for Seniors

Crime prevention is everyone’s responsibility, not just a job for law enforcement. Seniors can learn how to protect themselves from crime by following these simple, common-sense suggestions. Share these tips with your neighbors and friends and make it tough for criminals to work in your neighborhood. At Home… Always keep your doors and windows locked. Install dead-bolt locks on all of your doors. Keep your home well lit at night, inside and out. Keep curtains closed at night. Install a peephole in your front door so you can see callers without opening the door. Ask for proper identification from delivery persons or strangers. Don’t be afraid of asking; if they are legitimate they won’t mind. Never give your credit card, phone card, social security, or bank account number to anyone over the phone unless you placed the call. If a stranger asks to use your telephone, offer to place the call for them yourself. Never let a stranger into your home. Do not leave notes on your door when you are gone, and do not hide your keys under the welcome mat or in other conspicuous places. Never give out information over the phone indicating you are alone or will be away from home at a certain time. When you are going to be gone for more than one day, make sure your home looks and sounds occupied. Use automatic timers to turn on lights, radio or television. While You’re Out… Carry your purse very close to you. Do not dangle it from your arm. Also, never leave your purse in a shopping cart. Do not carry more cash than is necessary. Avoid walking alone at night. Try to have a friend accompany you in high risk areas, even during the daytime. Have your paychecks or government checks sent directly to your bank account. Never withdraw money from your bank accounts for anyone except YOURSELF. Be wary of con artists and get-rich schemes that probably are too good to be true. They usually are not good or true. If You Are A Victim At Home… If you arrive at home and suspect a stranger may be inside, DON’T GO IN. Leave quietly and call 911 to report the crime. If you are attacked on the street, make as much noise as possible by calling for help or blowing a whistle. Do not pursue your attacker. Call 911 and report the crime as soon as possible. If you have been swindled or conned, report the crime to your local police or district attorney’s office. Con artists count on their victim’s reluctance to admit they’ve been duped, but if you delay you may help them get away with their crime. Remember, if you never report the crime, they are free to cheat others again and you have no chance of ever getting your money back.

COPPS

The Poulsbo Police Department has embraced the Community Oriented Policing and Problem Solving, or “COPPS”, philosophy. COPPS promotes and supports organizational strategies to address the causes and reduce the fear of crime and social disorder through problem-solving tactics and community-police partnerships. Community Policing brings officers and citizens together to prevent crime and solve neighborhood problems. With Community Policing, the emphasis is on stopping crime before it happens, not responding to calls for service after the crime occurs. It shifts the focus of police work from responding to individual incidents to addressing problems identified by the community as well as the police, emphasizing the use of problem solving approaches to supplement traditional law enforcement methods. Community Policing gives citizens more control over the quality of life in their community. Community Policing means officers become a part of the neighborhood. This helps the officers get a better sense of residents’ needs and helps residents to develop greater trust in the police. In essence, the community joins the police department. Together, in partnership, the community and police department work together to achieve a common goal of a safer, better place to live and raise a family. “On the Beat” Community Policing acknowledges the importance of trusting officers and encourages them to move out of their patrol cars and into the community. Community Policing values talking with residents, business owners, children, and anyone officers encounter in the course of their work just as much as it values making arrests or writing tickets. Putting officers back “on the beat” is the cornerstone of Community Policing. It makes for safer streets and improves the quality of life. Each officer works to get to know people, help solve neighborhood problems, and put people in touch with other community service agencies as needed as well as help with solving and preventing crime. In addition to their regular duties officers may also work with community groups, teach residents how to prevent crime and work with youth. State of Washington Vehicle Collision Report

The operator or owner of any vehicle involved in a collision within this state in which any person is injured, including one’s self, or in which any person’s property sustains damages in the amount of $1,000.00 or more is required to complete this collision report form.

Voluntary Statement

To make a voluntary statement to the Police Department, fill out this form. If you need more space to write out your statement, you can use the Voluntary Statement Continuation Form.

Request for Notification of Firearm(s) Return

To request the Poulsbo Police Department notify you when a family or household member will have a firearm(s) returned, complete Notification of Firearm Return and deliver it to the Poulsbo Police Department as outlined herein. The PPD will provide notice within one business day to you the requirements for release have been met and the individual is requesting release of the firearm(s). The firearm(s) will be held for 72 hours after notification is sent and then released.  Please note that the agency considers notification to be made when the message is sent using the method(s) prescribed herein.

In order to qualify for notification of a firearm(s) return, you must be a family or household member of the individual from whom the firearm(s) was taken.  RCW 26.50.010 defines a family or household member as:

  • Spouses or former spouses;
  • Domestic partners or former domestic partners;
  • Persons who have a child in common regardless of whether they have been married or have lived together at any time;
  • Adult persons related by blood or marriage;
  • Adult persons who are presently residing together or who have resided together in the past;
  • Persons sixteen years of age or older who are presently residing together or who have resided together in the past and who have or have had a dating relationship;
  • Persons sixteen years of age or older with whom a person sixteen years of age or older has or has had a dating relationship; and
  • Persons who have a biological or legal parent-child relationship, including stepparents and stepchildren and grandparents and grandchildren

Concealed Pistol Licenses

NEW APPLICATIONS – Fingerprinting is required in order to process a NEW Concealed Pistol License (CPL) Application. Fingerprinting for new CPLs is completed by appointment only. Appointments are available every Tuesday from 10am-11am and 2pm-3pm. You may call the Poulsbo Police Department administrative offices at 360-779-3113 to schedule your appointment. 

  1. New CPL applicants must reside within the city limits of Poulsbo
  2. Applicants must submit a completed Concealed Pistol License Application
  3. Applicants must submit a copy of their current driver’s license
  4.  Applicants must be fingerprinted (see notes above regarding scheduling)
  5. The fee for a new Concealed Pistol License is $48.00 which can be paid by cash, check, or credit

RENEWALS – The Poulsbo Police Department is currently processing renewals via mail or drop off and the procedures are as follows:

  1. Renewal applicants must reside within the city limits of Poulsbo
  2. Applicants must submit a completed CPL Application for renewal
  3. Applicants must submit a copy of their current driver’s license
  4. Applicants must submit a copy of their current CPL (if available)
  5. Indicate the return address desired for the CPL Renewal
  6. The application must be received within 90 days prior to the expiration date or within 90 days after the expiration date of the CPL
  7. Please enclose a check for the fees, made payable to the City of Poulsbo:
    • Renewal License = $32.00 (application received within 90 days prior to expiration)
    • Late Renewal = $42.00 (application received within 90 days following current CPL expiration)

Welfare Check

If you are concerned for the well being of an individual and are able to provide a physical address (located in the city limits of Poulsbo), the Poulsbo Police Department is able to complete a welfare check. This will mean an officer being dispatched to the location of the individual and making contact with the person in question. In order to request a welfare check please contact 911 and an officer will be dispatched to contact you. If you live outside of Kitsap County please call 360-308-5400 to reach our dispatch center.
Automated Traffic Safety Program

CITY OF POULSBO AUTOMATED TRAFFIC SAFETY PROGRAM

The City of Poulsbo Automated Traffic Safety Program is designed to create safer roadways for all users in and around the community. The program’s goal is to reduce speeds through high-traffic school and park zones, change driver behavior at critical intersections, and reduce traffic violations to enhance road safety for all users.

The City of Poulsbo has partnered with Verra Mobility to utilize state-of-the-art safety cameras to help decrease potential violations in school and park zone locations and reduce the number of violations, crashes, and injuries caused by motorists running red lights.

Automated traffic safety cameras have been proven effective in reducing crashes and pedestrian-related injuries. Most importantly, communities that use traffic safety cameras consistently report safer roads surrounding the program.

City of Poulsbo Statement on Traffic Camera Systems and Data Privacy (11/12/2025)

The City of Poulsbo would like to clarify how our traffic safety camera systems operate and to reaffirm our commitment to community privacy, transparency, and trust.

Poulsbo’s traffic enforcement program is operated by Verra Mobility, a trusted partner that provides red-light and speed enforcement technology to municipalities across the country. These systems are used solely for traffic safety and enforcement purposes and operate in full compliance with all applicable local and state laws.

Clarifying Technology and Data Use

  • No Connection to Flock Safety: The City’s cameras are not Flock-brand cameras and are not connected to any Flock Safety network. Verra Mobility and Flock Safety are independent companies that provide different types of camera and data systems.
  • Flock Safety has confirmed: “We do not have the ability to do speed detection or ticketing through our cameras. We do not share data with Verra Mobility, nor do we receive any data from Verra Mobility.”
  • No License Plate Readers or Vehicle Tracking: Poulsbo’s cameras do not contain Automated License Plate Readers (ALPRs) and do not monitor or track vehicle movements. Each system captures only a rear-facing image of a vehicle involved in a potential violation.

In a statement from Verra Mobility, “At Verra Mobility, the images, video, and personally identifiable information managed on behalf of our government partners are treated as confidential customer data. Protecting that data is central to our mission.” They continue to affirm:

  • “We collect and use data only to deliver contracted services and to comply with applicable laws.”
  • “We do not sell personal data or share it without customer consent, unless required by law.”
  • “We apply strict safeguards: limited, role-based access; strong security controls; data minimization and retention policies; and ongoing monitoring.”
  • “Legal requests are reviewed carefully and responded to only when valid and narrowly tailored, with customers notified when permitted.”

RED LIGHT SAFETY PROGRAM DETAILS

According to the Federal Highway Administration, car crashes rank among the leading causes of death in the United States, and are the leading cause of death for children, teens, and young adults up to age 34. Cameras can help. An Insurance Institute for Highway Safety study found that cameras reduced the fatal red light running crash rate of cities by 21% and the rate of all types of fatal crashes at signalized intersections by 14%.

Due to safety concerns in Poulsbo, red-light safety cameras will be catching violators to help change driver behavior at dangerous intersections.

  • The monetary penalty amount for a red-light infraction is $145.00.

How it Works:

SCHOOL ZONE SPEED SAFETY PROGRAM DETAILS

The first school zone speed safety camera is located in the school zone nearest the entrance to Poulsbo Elementary on Noll Road. Violations which occur during open school zone hours of 7:15am to 5:00pm will be captured. This is a highly used school traffic and pedestrian corridor for all 3 schools (Poulsbo Elementary, Poulsbo Middle School, and North Kitsap High School) which are so close in proximity to each other. Violations will not be captured during the summer months or when school is not in session.

Violation Fines:

A school zone speed infraction is implemented at three levels:

  1. A vehicle exceeding the posted speed limit by 6MPH – 10MPH is subject to a fine of $150.
  2. A vehicle exceeding the posted speed limit by 11MPH – 15MPH is subject to a fine of $200.
  3. A vehicle exceeding the posted speed limit by 16+ MPH is subject to a fine of $250.

How it Works:

The school zone speed safety cameras use a fixed-speed safety system.

The system identifies any vehicle traveling at or above the enforceable speed limit. Photos are taken to show proof of the violation. The first image shows the vehicle driving in excess of the speed limit. A second image shows vehicle data including a close-up of the license plate and the distance and time of the violations.

Violations can be viewed at www.violationinfo.com.

Local law enforcement reviews and approves the Notice of violation, which is then mailed to the registered owner of the vehicle.

The speed safety camera installations represent state-of-the-art technology that is precise and unbiased in its ability to identify vehicles speeding.

PARK ZONE SPEED SAFETY PROGRAM DETAILS

Speeding is dangerous and often deadly; it is a contributing factor in 31 percent of fatal crashes in Washington state, according to the Washington Traffic Safety Commission. The park zone speed safety program helps ensure that drivers pay more attention and obey traffic control devices and is one of many tools the city utilizes to reduce speeding and keep the community safe.

The use of park zone speed safety cameras in Poulsbo was authorized under the State statute RCW 46.63.170 in 2022, which provides additional opportunities for cities and counties to expand their use of speed safety cameras.

Violation Fines:

  • The monetary penalty amount for a park zone speed infraction is $145.00.

How it Works:

The City of Poulsbo utilizes fixed-speed safety systems. The systems identify any vehicle traveling faster than the speed limit. Video records the violation, and all the proof items (such as license plate, date, time, and vehicle speed) are then sent to local law enforcement officials who confirm the violation.

FREQUENTLY ASKED QUESTIONS

Why did I receive a Notice of Infraction?

The Notice is sent to the registered vehicle owner. The Notice represents a determination that an infraction has been committed by the person named in the Notice. As the registered owner of the vehicle described on the Notice, the vehicle owner is alleged to have either:

failed to come to a complete stop, and remain stopped, at a clearly marked stop line or other stopping point while facing a steady circular red signal; OR, exceeded the speed limit in a school zone when warning lights are flashing and signs indicating the speed limit is enforced with automated traffic safety cameras; OR, exceeded the speed limit in a public park zone enforced with automated traffic safety cameras.

Will this be reported to my insurance or go against my driving record?

An infraction detected through an automated traffic safety camera is a non-criminal offense for which imprisonment may not be imposed as a sanction. The penalty for an infraction, like a parking ticket, will not become part of the driving record. However, failure to respond to a Notice of Infraction, or failure to appear for a requested hearing for the purpose of contesting the determination or for the purpose of explaining mitigating circumstances, may result in refusal of the department to renew the vehicle registration until any penalties imposed have been satisfied.

How much is the fine?

The monetary penalty amount for a red-light infraction and park zone speed infraction is $145.00.

What if I don’t agree with my speeding citation? How can I dispute it?

Complete the information on the coupon and make sure the mailing address is showing in the envelope window.

MITIGATION HEARING: By requesting a mitigation hearing, you agree to appear at your scheduled hearing and will be deemed to have committed the infraction. You may not subpoena witnesses for this hearing. You will request a mitigation hearing if you agree the infraction was committed but believe the circumstances may be such that the court could reduce or waive the penalty. You will be notified in writing of your mitigation hearing date.

CONTESTED HEARING: At a contested hearing, the City of Poulsbo has the burden of proving by a preponderance of the evidence that the infraction was committed. By requesting a contested hearing, you agree to appear at your scheduled hearing. You may subpoena witnesses, including the officer who issued this Notice of Infraction. You will be notified in writing of your contested hearing date. Please review the video at www.violationInfo.com prior to requesting a hearing.

ABILITY TO PAY HEARING: By request an ability to pay hearing, you admit responsibility for the infraction and agree to appear at your scheduled hearing to provide evidence regarding your inability to pay the penalty in full.

What if I lost my Notice of Citation?

What if the registered owner was not driving the vehicle at the time of the violation?

The registered owner of a vehicle will be mailed the Notice of Violation. If your vehicle/plate was stolen or you are a rental/lease car agency, you may complete an Affidavit of Non-Responsibility and attach supporting documentation found on www.violationinfo.com.

The Affidavit must be received by the due date of your Notice. The Affidavit and supporting documentation will be reviewed and will result in either dismissal of the notice or the scheduling of an administrative hearing. You will be notified in writing of any action taken.

Will “points” be assessed on my driving record?

A violation for which a civil monetary penalty is imposed pursuant to Washington shall be deemed noncriminal and no points assigned.

How can I see the video and images captured for my Notice of Violation?

The recorded images and video will be submitted as evidence in any administrative hearing for this violation. You may view your images online at www.ViolationInfo.com. You will need your Citation # and PIN shown on the front of the Notice of Citation.

Can I receive citations for other offenses as a result of the Speed Safety Camera violation?

No. Drivers who receive speed safety camera citations are cited for speed citations only.

Where can I get a copy of a Police Report?

You may request a copy of a Poulsbo Police Report through our online portal. The report will be delivered to the requestor electronically.

Copies of traffic reports are provided if your name appears on the report (driver, witness, owner, passenger); or upon verification that you are the registered legal owner of the vehicle or vehicles involved.

Copies of incident reports are considered for release upon completion of a Public Disclosure Request form. This includes victims, suspects and witnesses. A response to the request will be provided within five (5) business days. If the request is denied, the appropriate Revised Code of Washington (RCW) section will be cited.

Washington State Law and Poulsbo Police Department Policy regulate who may receive copies of police reports. In some instances your copy may be edited to withhold certain information pending disposition in the case, or for other reasons as prescribed by law.

I have Property that is being held by the Poulsbo Police Department - How can I get it back?

The Poulsbo Police Department may hold property for several reasons:

  • Evidence in a criminal case
  • Safekeeping purposes
  • Found property

Regardless of the reason it is held, property will be released only to the legal owner and by appointment only. If property is being held as evidence in a criminal case and is legally returnable, written approval from the Prosecuting Attorney must be received by our office before we can release the property back to its owner.To make an appointment to pick up property or evidence, call the Police Department at 360-779-3113 (8:00am-3:30pm) and ask to speak with the Property/Evidence Specialist.

Where can I get a background check completed?

The Poulsbo Police Department can prepare a background check “clearance letter” for you if you are currently a resident of Poulsbo living within the city limits and if you have never been arrested by the Poulsbo Police Department. The fee for this letter is $15.00 per name plus $10.00 for notarization. By law, convicted sex offenders must register with the County Sheriff’s office in the County in which they reside. If an offender resides within the City limits of Poulsbo, the Sheriff’s office sends notification to the Poulsbo Police Department.

Sex Offenders are classified into one of three levels based upon the crime they were convicted of and their history.

Level 1

What can be done about a vehicle that appears to have been abandoned or unsightly vehicles in my neighborhood?

Call 911 to report vehicles that appear to have been abandoned or parked in such a manner that they are a nuisance or obstruct normal traffic. An officer will be dispatched to investigate and take appropriate action.

The storage and retention of unauthorized junk vehicle(s) on private property is declared to constitute a public nuisance subject to removal and impoundment. The Police will investigate complaints and upon discovery of such nuisance will give notice to the last registered owner of record that a hearing may be requested before the mayor and that if no hearing is requested within 10 days, the vehicle will be removed.
