8th Avenue Realignment – Safety and Transit Study

OBJECTIVE AND PURPOSE

The City of Poulsbo Public Works Engineering Division desires to complete a planning study which considers options and alternatives for realigning 8th Avenue near the intersection of Lincoln Rd and Iverson St in Poulsbo. The City is seeking a Statement of Qualifications from consulting firms with experience in road layout and design. 

BACKGROUND

The City of Poulsbo has received a Rural Town Centers and Corridors (RTCC) program grant to complete a standalone planning study for the “8th Ave Realignment, Safety and Transit Study” project. This project will be a partnership between the City of Poulsbo and Kitsap Transit with coordination on both street and intersection improvements and realignments. The existing 8th Avenue intersection currently operates at LOS F with long pedestrian crossing distances and has geometric constraints. The planning study will evaluate how best to improve circulation by eliminating or improving an existing intersection and evaluate options for: increasing LOS of the intersection, increasing queuing distance for SR305, improving pedestrian and non-motorized facilities, increasing safety given the number of multiple local roads and driveway intersections, and provide consideration for a high capacity transit (HCT) mobility hub in the vicinity.

TIMELINE FOR SUBMITTALS

Standard Professional Services Contract

REQUEST FOR PROPOSALS

Comprehensive Garbage, Recyclables, and Composting Collection Services

The City of Poulsbo is requesting Proposals (RFP) from qualified firms for solid waste collection services within the City Service Area (See Appendix A, Exhibit A). These services include single-family, multifamily, and commercial garbage collection; single-family and multifamily recycling and compostables collection; and the processing and marketing of collected recycling and compostables. The contract term will be ten (10) years.

The City currently provides garbage service to residents and businesses using carts and detached containers. The City currently contracts with Bainbridge Disposal for residential curbside and multifamily recycling and yard debris service. The three-year contract with Bainbridge Disposal expired February 28, 2025 and the City has exercised its option two times to extend the contract for one year each, which will run through February 28, 2027. All other services are open market.

The City is seeking a comprehensive solid waste collection contract to bring all services under one contract with one provider. The City seeks continuation of most service standards with some minor revisions and improvements as described in the attached draft Base Contract. The City also seeks proposed revenue impacts for one alternative, as listed in the Priorities & Requested Services Section.

The RFP process is described in detail in the Instructions to Proposers Section. Proposers should submit their Proposal, based on the attached Base Contract, with the revenue impacts of the alternative separately identified on the specified Price Proposal Form.

2026-2027 LANDSCAPE MAINTENANCE

The City of Poulsbo (“City”) is looking for a contractor to perform various landscaping services including mowing, edging, weeding, fertilizing, and pruning. Landscape services for each site differ and should be bid in accordance specified in the Scope of Services and in the Bid Schedule (Price Form), attached as Exhibit A. The contractor shall provide the necessary staff, tools, and any related equipment to effectively maintain the surrounding landscapes at 4 sites.
Qualified landscape maintenance contractors who demonstrate their success in providing similar services at comparable facilities are invited to submit bids.

Submittals are due to the City by 2:00 pm on April 29, 2026

Lemolo Shore Traffic Study – Kitsap County

Kitsap County Public Works conducted a study of current traffic volumes and speeds on Lemolo Shore Dr. NE. The purpose of the study is to summarize operations, function and collision frequencies of Lemolo Shore Drive NE between SR 305/NE Totten Road and Fjord Drive NE/Poulsbo City Limits.
