Project Upcoming Work

The intersection of Noll Road and Mesford Road has now been delineated as a roundabout while the contractor continues construction of the center island. All motorists should proceed through this intersection as a roundabout and yield to other motorists in the roundabout.
Final paving to occur the week of April 13.
All paving and concrete work are weather dependent.
Continued installation of irrigation through April 10, and landscaping through April 24.
On-going installation of permanent signage, crosswalks, and driveways around Kevos Pond and 23rd.
At the Noll Road and Mesford Road intersection:
- Installation of illumination poles at Noll/Mesford roundabout to take place the week of April 6.
- Installation of textured surfaces continues.
At Lincoln Road:
- Remaining installation of mailboxes and permanent signs, and testing of storm drain system scheduled for week of April 6.

Project Description

This roadway improvements project includes a roundabout at the intersection of NE Mesford Road and Noll Road, and extends from NE Mesford Road to NE Lincoln Road along Langaunet Lane NE and Maranatha Lane NE. Roadway illumination, sidewalk, and a shared-use path are also components of this new road. In addition to the Langaunet to Maranatha roadway improvements, this project along Noll Road will include a sidewalk and shared-use path to NE Bjorn Street and Poulsbo Elementary School. Raised crosswalks will provide traffic calming and enhanced pedestrian safety by increasing the visibility and level of awareness of a preferred pedestrian crossing. The project was designed to create safe and accessible routes for vehicle, bike, and pedestrian traffic while meeting complete street goals.

NORTH SEGMENT (from NE Mesford Road to NE Lincoln Road)
- Includes Langaunet Lane NE – Kevos Pond Ct NE – Maranatha Lane
MIDDLE SEGMENT (Noll Road from Johnson Parkway NE to NE Bjorn)
- Pedestrian Entrance to Poulsbo Elementary

NORTH SEGMENT: NE Mesford Road TO NE Lincoln Road

This phase of the project will include the following improvements:

New paved travel lanes
A storm drain system
Sidewalks
Shared-Use path
Landscape/planting strip
Illumination
Compacted roundabout at intersection of Mesford Road and Noll Road
Raised crosswalks to provide traffic calming and enhanced pedestrian safety

MIDDLE SEGMENT: Noll Road from Johnson Parkway NE to NE Bjorn Street

This phase of the project will include the following improvements:

Road improvements
Installation of sidewalks
Continuation of Shared-Use Path
Illumination
New 10′ wide sidewalk connecting Noll Road to Poulsbo Elementary School

What to Expect

Construction began on Monday, May 5, 2025
Work hours are 7:00 am to 7:00 pm
Heavy equipment and typical construction noise and vibration from equipment
Limited road closures and access to roadways will be maintained
Construction is expected through summer 2026

Public Meetings

An open house for the Noll Road Corridor Improvements Project – Middle Segment took place on Tuesday, March 3, 2026, from 5:00-6:00 PM in the City Hall Council Chambers. During the open house, the project manager provided an overview of the upcoming work and answered questions regarding the project. This phase includes the section between Hostmark Street and Mesford Road.

A Neighborhood Open House for the Noll Road Corridor Improvements Project took place on Thursday, April 17, 2025 at City Hall for project managers to meet with citizens to introduce the project team, discuss the project and potential impacts to the community, and answer questions.
